Structural support means the provision of financial support for the recovery of eligible costs of a beneficiary or partner from the resources of the European Regional Development Fund, the European Social Fund and the Cohesion Fund and from the resources allocated by the Estonian state for a specific purpose of the co-financing of such resources where it is provided for in the budget for a measure or activity under a measure

Since 2008, the Labour Inspectorate has been using the resources of the European Social Fund (ESF) to organise and carry out prevention and information activities. Moreover, to provide consultation to employers and employees, work environment counselling services and to recognise and reward companies for their activities and progress regarding the work environment. The use of ESF resources is based on the Structural Assistance Act for the relevant period and the objectives of the programme and project.
